DC Energy Assistance (LIHEAP & Utility Discount Program)

The Department of Energy and Environment, DOEE, runs the District's home energy help, called LIHEAP. It helps income-eligible households with heating and cooling costs. The regular benefit is a one-time payment of $200 to $1,800, based on household size, income, heating source, and the type of home you live in.

One important note before you start. As of the last check, DOEE has stopped taking new LIHEAP applications. Applications submitted on or before June 3, 2026 are still being processed, and DOEE is directing residents to the Utility Discount Program, UDP, for ongoing bill discounts in the meantime. Check doee.dc.gov for when the next application period opens, and call 311 or (202) 737-4404 to check an application status or ask what help is open right now.

The income rules are set each year. For federal fiscal year 2026, the income limits are $61,841 for one person, $80,869 for two, $99,897 for three, $118,926 for four, and higher for larger households. Ask DOEE for the exact figure for your household size.

There is a crisis rule for emergencies. A household is in crisis when it still owes $250 or more after the regular benefit is applied, and either the energy service has been disconnected or the deliverable fuel supply is at 5 percent or less of the tank. When help reopens, name the emergency when you contact DOEE so it can be handled faster.

Watch out for a common scam. DOEE is the only entity allowed to accept and process LIHEAP applications. Do not hand your application to a utility company, another agency, or any third party. Appointments at DOEE energy centers are scheduled by calling 311, and walk-ins are not accepted.

Get your documents ready so you can move quickly when the program reopens. DOEE also offers the Utility Discount Program for ongoing discounts, CRIAC relief on DC Water bills, and the Weatherization Assistance Program. Dial 2-1-1 for other local utility funds if a shut-off is looming.
