General Assistance — Kern County DHS

General Assistance is the fallback when nothing else fits: cash help with rent, utilities, transportation, and personal needs for adults who have no other means of support. It's for single adults and couples without minor children; families with kids should look at CalWORKs instead.

Applying starts with the county: (661) 631-6000, Monday–Friday 7:30am–4pm, or a DHS office in person. Expect blunt questions about money. What income do you have (none is an acceptable answer; it's the program's whole premise), what do you own, who lives with you. Bring ID and whatever paperwork you have; the worker will list anything else needed. Ask to be screened for CalFresh and Medi-Cal in the same sitting, since GA applicants often qualify for both.

Have a long-term disability? Ask for the Disability Advocate, who helps you apply for SSI while GA covers the immediate gap.

That advocate matters because SSI is slow (the Social Security process runs months, not weeks) and GA is built as the bridge across exactly that gap. Say "Disability Advocate" on your first visit, not your third.

If GA turns out to be the wrong door: CalWORKs is the cash program when children are in the home, CalFresh can put grocery money on an EBT card within 3 days for the emptiest households, and Social Security (SSI / SSDI) is the long-term answer when disability or age is what's keeping income at zero.
