Home Weatherization Assistance Program (Ohio HWAP)

Ohio's weatherization program (HWAP) delivers home energy improvements at no cost to the household, chosen by a home inspection and handled through local agencies in every county. Like HEAP and PIPP, it moved to ODJFS in April 2026. Same program, new address.
The income line sits higher than HEAP's. For July 2026 through June 2027: $31,920 a year for one person. $43,280 for two. $54,640 for three. $66,000 for four.
The shortcut most people miss: SSI, Ohio Works First, or a regular HEAP benefit in the last 12 months makes you income-eligible automatically. You still file the application. But the income math is done.
Priority goes to people over 60, people with disabilities, households with children, and homes with high energy use or burden. Say every one that applies.
Find your local provider on the statewide providers map and apply there, or start through the same OHID portal as HEAP. A sister program, the Electric Partnership Program, targets electric usage. Ask your provider about both.

Who qualifies
- Household income at or below 200 percent of the federal poverty level
- Households that received SSI, TANF, or HEAP in the past 12 months are automatically income-eligible; homeowners and renters both apply through their local provider
