HUSKY Health (Connecticut Medicaid & CHIP)

HUSKY Health is Connecticut's Medicaid and CHIP program, which means free or low-cost health coverage. It has four parts. HUSKY A is Medicaid for children, their parents or caretaker relatives, and pregnant women. HUSKY B is CHIP for uninsured children in higher-income homes. HUSKY C is Medicaid for people 65 and older or who are blind or have a disability. HUSKY D is the Medicaid expansion for low-income adults 19 up to age 65 without dependent children. One recent change matters for parents. A 2024 state law, Public Act 24-81, lowered the HUSKY A income limit for parents and caretaker relatives from 160 percent to 138 percent of the federal poverty level, effective October 1, 2024. Some parents who were over the new line moved to marketplace plans through Access Health CT.
HUSKY C, for people who are aged, blind, or have a disability, uses strict limits. The income limit is $851 a month for a single person and $1,153 a month for a married couple. It also has asset limits of $1,600 for a single person and $2,400 for a couple.
HUSKY D works differently. It covers expansion adults 19 up to age 65 without dependent children, and there is no asset limit. To qualify you must not be eligible for HUSKY A, not have Medicare, and not be pregnant. Because Connecticut expanded Medicaid, a low-income adult without children is not shut out of coverage here.
Each group has its own income rules, so it is worth applying even if you were turned down before. Connecticut also runs state-funded coverage for uninsured children ages 0 to 15 who lack qualifying immigration status, with household income up to 323 percent of poverty. A denial in one pathway does not mean a denial in another.
HUSKY B is the CHIP part, for uninsured children under age 19 in families with income too high for HUSKY A, and families pay some cost sharing for it.
