Indiana Energy Assistance Program (EAP / LIHEAP)

Indiana's Energy Assistance Program, EAP, provides a one-time annual benefit to help with the high cost of home energy, credited toward your heating and electric bills. Households earning up to 60 percent of the state median income may qualify. For a single-person household, the three-month income limit is $8,389.

Here is a protection worth knowing: applying for EAP shields you from winter shutoff. From December 1 through March 15, a regulated utility may not disconnect residential service for eligible applicants. So filing does more than pay a bill, it keeps the lights on through winter.

You do not apply through the state. Applications go through Local Service Providers, including Community Action Agencies, which take applications and decide eligibility. Find the provider serving your area on the state housing agency site.

Bring the right documents to avoid delays: proof of income, your current utility bills, and, if you rent, a tenant verification statement or lease.

Set honest expectations on timing. A Local Service Provider may take up to 55 days to decide, and after a benefit is awarded it can take another 30 days to reach your utility. So apply early in the season, not when you are already at risk.

One calendar note: EAP runs a seasonal application window that historically opens around November 1. The 2025-2026 cycle has closed, and the portal reopens in fall 2026. Meanwhile, if a shut-off looms, dial 2-1-1 for other local utility funds, and ask about weatherization to lower future bills.
