LIHEAP Energy Assistance (South Carolina)

South Carolina LIHEAP helps low-income households meet home heating and cooling costs. It is administered by the state Office of Economic Opportunity through local Community Action Agencies, and your county agency decides whether your income and circumstances qualify.

Here is the step people get wrong: you do not apply with the state. You apply through the Community Action Agency serving your county. The OEO website lets you select your county to find the local agency that takes applications.

The help comes in a few forms. Your Community Action Agency may offer utility bill payment assistance, energy crisis assistance, and weatherization or energy-related home repairs, so one agency can address more than one need.

The crisis component is the fast lane. Energy crisis assistance is available to households facing a heating or cooling emergency, such as a disconnection or lack of fuel. If your power is about to be cut, name the emergency when you contact the agency.

Eligibility runs on income. Federal LIHEAP rules cap it at the greater of 150 percent of the federal poverty level or 60 percent of state median income, and South Carolina sets its threshold within that ceiling each program year. Because dates and dollars vary by agency and year, ask your county agency for the current numbers.

You have a right to challenge a decision. If you are denied or treated unfairly, notify your county agency to appeal and request a fair hearing, with a further appeal available to OEO's Legal Counsel. Pair LIHEAP with weatherization at the same agency, and dial 2-1-1 for other local utility funds.
