NJ Home Energy Assistance (LIHEAP & USF)

New Jersey put its two big energy programs behind one application. File once through the DCAid portal at energyassistance.nj.gov and you are applying for LIHEAP, the seasonal heating benefit, and the Universal Service Fund, a monthly bill credit of $20 to $200 on gas and electric. You can get both at the same time. Local community action agencies take the same application, and the hotline is 1-800-510-3102.

The income line is one number for both: 60 percent of state median income. For this program year that means monthly income up to $4,167 for one person, $6,732 for three, $8,014 for four, and $11,059 for eight. That reaches solidly into working-household territory, so do not assume a job disqualifies you.

The LIHEAP season is long but not endless: applications run October 1 through June 30, first come, first served, while funds last. The heating benefit varies by income, household size, fuel, and region. There is also a $300 medically necessary cooling benefit for households that need air conditioning for a documented health reason. One caveat: public housing residents and rental-assistance recipients qualify for heating help only if they pay the fuel supplier directly.

USF has a quiet superpower called Fresh Start. First-time USF enrollees with an overdue balance get one twelfth of that debt forgiven each month they pay their current charges. Pay on time for a year and the old debt is gone. It is available once every five years, so use it well.

Two more layers protect and top up. The Winter Termination Program bars utility shut-offs from November 15 to March 15 for protected groups, including USF and LIHEAP recipients. And PAGE, Payment Assistance for Gas and Electric, catches moderate-income households above USF limits, roughly $39,900 for one person to $139,300 for eight or more. USF-eligible households should apply to USF first. Seniors and people with disabilities may also claim the yearly $225 Lifeline benefit.

The same DCAid application doubles as the weatherization application, which fixes the home so the bill itself shrinks. And if a shut-off notice has already arrived, call your utility, name the programs you have applied for, and dial 2-1-1 for local emergency funds.
