North Dakota Medicaid (Expanded)

Last updated August 2026

North Dakota Medicaid is free or low-cost health coverage. It helps pay for care for children, pregnant people, parents, older adults, people with disabilities, and low-income adults. North Dakota expanded Medicaid, so low-income adults ages 19 to 64 can qualify. Apply online through the Self Service Portal, or call the Customer Support Center at 1-866-614-6005.

Medicaid Expansion covers adults 19 to 64 with household income up to 138 percent of the federal poverty level. Effective April 1, 2026, the yearly income limit is $22,025 for one person, $29,864 for two, and $45,540 for a family of four. One thing to know: people who are eligible for Medicare or SSI are not covered by Expansion.

Do not believe the myth that a low-income adult without children cannot get Medicaid here. That is not true. Expansion covers adults 19 to 64 whether or not they have children, as long as they are not eligible for Medicare or SSI. So apply even if you were told no before.

Other groups have their own income rules. Children are covered up to 152 percent of poverty from birth through age 5, and up to 138 percent for ages 6 to 18. CHIP covers children up to 205 percent of poverty when a family earns too much for regular Medicaid. Pregnant women qualify up to 175 percent, and the unborn child counts as a family member.

There is also a path for the aged, blind, and disabled (ABD). It uses income at or below 90 percent of poverty and countable assets under $3,000 for one person or $6,000 for a couple, adding $25 per extra household member. A home, one car, and burial plans do not count. Proof of assets is only needed for people who are blind, disabled, or age 65 and older.

Get help and know who runs it. Medicaid Expansion is run through Blue Cross Blue Shield of North Dakota, with member services at 833-777-5779. For free help applying, call a ND Navigator at 800-233-1737. Paper forms exist too: SFN 1909 for Medicaid only if you are under 65, SFN 405 to also apply for food, cash, or child care, and SFN 958 for the aged, blind, or disabled.
