Oregon Energy Assistance (LIHEAP / OEAP)

Oregon's housing agency, OHCS, funds two energy-bill programs delivered by local Community Action Agencies: the federal LIHEAP and the Oregon Energy Assistance Program, OEAP. Both pay your utility directly on your behalf, helping prevent shut-offs and restore service. To get started, call 1-800-453-5511, option 1, or email energyassistance@oregon.gov.
The income line is 60 percent of Oregon's median income by household size, for the program year running October 2025 through September 2026. Households may rent or own, and you must have documented energy costs. Gross income means all household income before any deductions.
You do not apply through the state. OHCS does not take applications or decide eligibility; you apply through the Community Action Agency serving your county. Use the OHCS Find Your Community Action Agency tool to locate your provider. Policies vary slightly by county, since each agency designs its program for local needs.
The two programs fit different needs. LIHEAP applies a grant directly to your energy provider and may also help repair or replace an unsafe or broken heating system. OEAP is a low-income electric-bill program specifically for customers of Pacific Power and Portland General Electric, aimed at preventing disconnections.
If getting to an office is hard, say so. People who cannot visit an agency in person, including homebound individuals, can request other application methods like phone, mail, or a home visit.
One program leads to another. LIHEAP-eligible households may also qualify to have their homes made more energy efficient through the Weatherization Program, which lowers future bills for good. Ask your agency about it, and dial 2-1-1 for other local utility funds.
