Oregon Health Plan (Medicaid)

The Oregon Health Plan, OHP, is Oregon's Medicaid and CHIP. It covers medical, dental, prescription, and behavioral health care at no cost to members, no premiums and no copays. Apply online at ONE.Oregon.gov, by phone through ONE Customer Service at 1-800-699-9075, in person at a local ODHS office or certified community partner, or by paper. You can apply any time of year; enrollment is always open.
One change reshaped who can get covered. As of July 1, 2023, people of any age or immigration status may be eligible for full OHP benefits. If you assumed you could not qualify because of immigration status, that answer is now different.
OHP Plus is the main program, covering children 0 to 18 and adults 19 to 64. If you earn a little too much for OHP Plus, OHP Bridge fills the gap: it covers adults up to 65 with income between 133 and 200 percent of poverty, at no member cost, if they lack access to affordable insurance and have eligible status.
The Bridge income band, through February 2027, runs from $21,228 to $31,920 a year for one person, up to $43,896 to $66,000 for a family of four. Apply for Bridge through Oregon's ONE system or through HealthCare.gov.
Most members get care through a Coordinated Care Organization, a CCO, a local group of doctors, counselors, and dentists you choose when you apply. You can pick or change your CCO in your ONE.Oregon.gov dashboard or by calling Client Services at 800-273-0557.
Two things speed care. A qualified hospital can grant temporary coverage through Presumptive Medical Eligibility while your full application processes. And the online do-you-qualify tool points you to the right application. Members show an Oregon Health ID at each visit.
