Rhode Island Energy Assistance (LIHEAP)

The Low Income Home Energy Assistance Program, LIHEAP, helps income-eligible Rhode Island households with home heating and energy costs. It is run by the RI Department of Human Services and delivered through local Community Action Program agencies. You can apply through the HealthyRhode portal at healthyrhode.ri.gov, by mail, in person at a local agency, or by phone through the DHS Call Center at 1-855-697-4347.
Eligibility is based on income. A household must have income at or below 60 percent of Rhode Island's median income, and the state sets those limits each program year. For the current year, the annual income limit is $42,252 for a household of one, $55,252 for two, $68,253 for three, and $81,254 for a household of four.
You do not need to be behind on a bill to get help. A common myth is that you must have an unpaid heating bill or a shut-off notice to qualify. Rhode Island LIHEAP does not require an unpaid bill, so apply even if your account is current.
The season sets the calendar. The heating application period closed on April 15, 2026, and it is expected to reopen for the next season on October 1. New applicants should apply in person at a local Community Action agency. The agency can arrange for an older adult or a person with a disability to apply at an intake site, and households that got help last year are usually mailed a renewal form.
If you are turned down, you have a short window to respond. You have 15 days from the day you receive the denial letter to submit a First Appeal Request Form. Do not wait, because that clock is short.
