Temporary Assistance (Family Assistance & Safety Net)
Last updated August 2026
New York's cash assistance is broader than most states': it covers single adults, not just families. Family Assistance serves households with children, with a 60-month federal lifetime limit. Safety Net Assistance covers everyone else: singles, childless couples, and families whose adult hit the 60-month cap. Apply at myBenefits.ny.gov, at your county DSS or Job Center, or through ACCESS HRA in NYC.
Amounts are a county-by-county stack: a basic needs allowance, home energy allowances, and a shelter allowance that varies by county. Example from the state's published figures: in Albany County, the maximum runs about $367 a month for a single person, $698 for a family of three. Your county's numbers may differ; the office computes them.
The emergency track is the part every New Yorker should know: emergencies get a same-day written answer. Rent arrears, utility shut-offs, fuel, domestic violence situations. You do NOT need to be on ongoing assistance to get emergency help. In NYC it is called the One Shot Deal, applied for through ACCESS HRA.
Working while on assistance is built in: half your earnings are ignored, plus another $150 disregard, before the math runs. Adults able to work must do work activities, and parents must cooperate with child support enforcement or lose part of the grant.
Two honest limits. Cash Safety Net is capped at 2 years in a lifetime; after that, help continues in non-cash form, like rent paid straight to the landlord. And timing out of Family Assistance shifts the household to Safety Net rather than ending help. If you disagree with any decision, request a fair hearing within 60 days at 1-800-342-3334. One trap: notices ordering work activities you say you are medically exempt from allow only 10 days, so read every notice's deadline.

You may qualify. The program makes the final decision.
How to apply
- 1
In NYC: apply on ACCESS HRA, which covers cash, SNAP, and Medicaid in one application. Elsewhere: myBenefits.ny.gov, your county DSS, or paper form LDSS-2921.
- 2
Facing an emergency, like an eviction notice, shut-off, or no fuel? Go to your DSS and say so. You are owed an interview and a same-day written decision on the emergency.
- 3
In NYC, ask for a One Shot Deal for one-time emergencies: rent arrears, moving costs, utility shut-offs.
- 4
Bring proof: ID, household, income, shelter costs, and immigration or citizenship status. Ask for a receipt when you drop documents off.
- 5
If you work, report it without fear: half your earnings plus $150 are ignored in the math.
- 6
Cooperate with child support enforcement if you have kids; refusing without good cause cuts the grant.
- 7
Disagree with a decision? Request a fair hearing within 60 days: 1-800-342-3334. Work-activity notices you claim medical exemption from allow only 10 days.

Common questions
Can a single person get cash assistance in New York?
Yes. Safety Net Assistance covers single adults and childless couples, which most states do not. Cash is capped at 2 years in a lifetime, then help continues in non-cash form like direct rent payments.
How much is Temporary Assistance in NY?
It varies by county because the grant stacks basic needs, energy, and county shelter allowances. The state's published example: about $367 a month for a single person in Albany County, $698 for a family of three. Your county office runs your exact numbers.
What is the One Shot Deal?
NYC's one-time emergency cash help for rent arrears, utility shut-offs, homelessness, theft, or domestic violence. Apply on ACCESS HRA or at an HRA Benefits Access Center. You do not need to be on ongoing assistance.
What happens after the 60-month limit?
The family shifts to non-cash Safety Net Assistance rather than losing help. Rent can be paid directly to the landlord and utilities covered by voucher. The 60-month clock counts TANF months from other states too.
How fast does emergency help come?
Same day, in writing. Contact your local DSS as soon as possible; they must interview you and give a written decision on the emergency the day you apply.
Can I work while on Temporary Assistance?
Yes, and the math favors it: 50 percent of earnings plus a $150 work disregard are ignored before your grant is set.
