Weatherization Assistance Program (Arizona)

Arizona's Weatherization Assistance Program fixes homes so the energy bill shrinks, with a distinctly Arizona twist: the mission explicitly includes cooling, and one signature measure is shading sun-exposed windows for homes with refrigeration cooling. Since 1977 the program has weatherized more than 26,000 Arizona homes. The state housing department manages it, but you apply through the local agency serving your county.

Typical work follows an assessment of the home: attic insulation, air-leak sealing, duct-leak reduction, HVAC testing and tuning, and low-flow shower heads. Crews look at the whole house and install what the numbers justify, not a fixed menu. The improvements stay with the home, so the savings repeat every summer, which in Arizona is where the money is.

Renters can be served with the landlord's permission; homeowners apply directly. Most housing stock qualifies as long as it is your primary Arizona residence. Households with no countable income are not excluded; a zero-income certification form exists in the application packet for exactly that case.

Ten local agencies take applications by county. Get in the queue before the emergency. Assessments and crews take time, and a July heat wave is the wrong week to start the paperwork. If your bill is already unmanageable, run LIHEAP in parallel: it pays $160 to $640 toward the bill now, through many of these same agencies, while weatherization fixes the cause.

The same income that qualifies you here usually qualifies the household for more. One application at healthearizonaplus.gov checks food, cash, and AHCCCS coverage, and the summer shut-off moratorium protects customers of the big regulated utilities June 1 through October 15.
