Weatherization Assistance Program (Connecticut)

Connecticut's Weatherization Assistance Program, WAP, makes free home energy-efficiency work that lowers your utility bills. It is funded by the U.S. Department of Energy and run in Connecticut by the Department of Energy and Environmental Protection with the Community Action Agency network. The simplest way to apply is to contact the Community Action Agency serving your area, and applying for energy assistance generally screens you for weatherization too.
Eligibility runs on income. The limit is set at 60 percent of the state median income. Both homeowners and renters can qualify, so do not assume you are shut out because you rent.
The work is real and it stays with the home. Services include heating-system tune-ups and repairs, blower-door-guided air sealing, attic and sidewall insulation, and health-and-safety inspections. For income-eligible households, the audit and the improvements are free.

Some households move up the list. Priority goes to particularly vulnerable households, such as older adults, people with disabilities, families with children, and high-energy users. Say if any of those describe your home.
Two regional providers do the audits and installations. The Community Renewal Team serves Hartford, Tolland, Middlesex, Windham, and New London counties, and the Center for Eco Technology serves New Haven, Fairfield, and Litchfield counties. Pair weatherization with CEAP so this season's bill is covered while the home is fixed for the long run.
