Weatherization Assistance Program (DC)

The Weatherization Assistance Program, WAP, makes free home energy-efficiency fixes that lower your utility bills. DOEE runs it with federal funds through licensed contractors. A household qualifies with an annual income below 60 percent of State Median Income, or if at least one member gets TANF or SSI. There is no charge to the household.
The income limits are set each year. For federal fiscal year 2026, the thresholds are $61,841 for one person, $80,869 for two, $99,897 for three, $118,926 for four, and higher for larger households. Both homeowners and renters can qualify. For rental buildings, a share of the units must be occupied by income-eligible households, half for buildings with 2 to 4 units and two thirds for buildings with 5 or more, so a landlord can call (202) 299-3316 to check a property.
The work starts with an energy audit, and then the crew installs the measures that will save the most. These can include insulation, duct sealing, heating and cooling system repair or replacement, air sealing, roof repair, mold remediation, and ENERGY STAR lighting and appliances. WAP does not do remodeling, cosmetic work, or plumbing.
Timing is the catch this year. As of the last check, WAP and Lead Reduction openings were delayed for the fiscal year, and DOEE is contacting waitlisted applicants first, on a first-come, first-served basis. The Emergency Mechanical Systems program was open. Check doee.dc.gov for the current status before you count on the work.
Applying is simple. One combined application covers Weatherization, Emergency Mechanical Systems Replacement, and Lead Reduction. You can apply online or email your application to energyefficiency.conservation@dc.gov, and reach the Residential Service Line at (202) 299-3316, Monday to Friday, 8:30am to 2:30pm.
One warning worth repeating. WAP never charges you for weatherization work and is not a contractor bidding on private jobs, so treat anyone charging you for WAP services as unauthorized.
