Weatherization Assistance Program (Delaware)

Delaware's Weatherization Assistance Program makes free energy-efficiency fixes that lower your utility bills for good. The DNREC State Energy Office runs the program through a statewide administrator, the Energy Coordinating Agency. To apply, call the Energy Coordinating Agency at 302-504-6111. The work is hands-on and stays with the home. It can include air sealing, caulking, weather-stripping, and crack patching; attic, wall, and floor insulation and ventilation; pipe and water-heater insulation; duct sealing; and one heating-system safety check. Because the fixes stay in place, the savings repeat year after year.
Eligibility runs on income by household size. The caps are $30,120 for one person, $40,880 for two, $51,640 for three, and $62,400 for a family of four, which is about 200 percent of the federal poverty level. For households larger than eight, add $10,280 to the cap for each additional person.
Both renters and homeowners can apply. This is not a loan and not a bill-payment program; the work is done at no cost to the household.
There is usually a wait. Applicants are placed on a waiting list that ranks households by need, the age and special needs of the people living there, and the funding available that year. Because of the list, it is best to apply before an emergency, not during one.
