Weatherization Assistance Program (Hawaii)

The Weatherization Assistance Program (WAP) makes free energy-saving improvements to your home so your utility bill shrinks. The work is based on a home energy audit, and it can include high-efficiency faucet aerators and shower heads, LED lighting, and an energy-efficient solar water heater. Because the improvements stay with the home, the savings repeat year after year.
Eligibility runs on income, with a shortcut. Households at or below 200 percent of the federal poverty guidelines qualify, and so does anyone who gets Supplemental Security Income (SSI). Some states use an alternative of 60 percent of state-median income. Households already on TANF, SSI, a HUD program, or LIHEAP energy help are automatically income-eligible. Both renters and homeowners can apply.
Some households move up the list. Priority goes to seniors 60 and older, families with children, people with disabilities, and households with high energy use or a high energy burden. Say if any of these describe your home.
The process is simple but not instant. You find the local agency that serves your area, then submit an application with proof of your prior-year income, such as pay stubs or Social Security payments. After income is checked, eligible households are placed on a waitlist, so apply before an emergency, not during one.
In Hawaii the work is delivered by community action agencies. Neighbor-island households apply through their own county community action agency.
