Weatherization Assistance Program (North Carolina)

North Carolina's weatherization program fixes your home so the utility bill itself shrinks, at no cost to eligible households. The state energy office at DEQ runs it with federal dollars. Eligibility runs on income, or on programs you already have. The line is 200 percent of the federal poverty guidelines. For 2026 that means $31,920 for one person, up to $111,440 for eight, plus $5,680 per extra member. On Work First or SSI? You qualify automatically. So do households eligible under certain HUD programs. A working family can absolutely fit under that line.

The work starts with a home energy assessment, and that assessment decides everything. The agency looks at the whole house. Then it installs what the numbers justify: insulation, air sealing, heating and cooling improvements, efficient lighting, and the health and safety repairs that let the rest go forward. The program fixed or replaced 543 heating and cooling units in 2025 alone. The improvements stay with the building, so a lower bill follows you for years.

Some households move up the list. The program prioritizes older adults, people with disabilities, families with children, high energy users, and households carrying a heavy energy burden, so say if any of those describe your home when you apply.

Renters should not screen themselves out. The program serves tenants as well as owners, site-built and manufactured homes alike; renters need the landlord's approval before work begins. One honest caveat: homes with major structural, plumbing, electrical, mold, or similar hazards must have those addressed before weatherization can proceed. The agency will tell you if your home needs that first step.
