Weatherization Assistance Program (Vermont)

Vermont's Weatherization Assistance Program makes free improvements so your home wastes less heat and your bills drop. The work stays with the home, so the savings keep coming year after year. The program is run by the DCF Office of Economic Opportunity.

There is one time rule and then a list of ways to qualify. You may be eligible if you have not gotten free weatherization in the past 15 years, and at least one of these is true: your household income meets the income limits, you are an active Seasonal Fuel Assistance household, someone in your home gets SSI, or an adult in your home got Reach Up or the Reach Up Post-Secondary Education grant in the past 12 months. A Child-Only Reach Up grant does not count toward this.

Both renters and homeowners can qualify, so do not skip this because you rent. If you rent, the program works with the setup at your home to see what improvements fit.

The work itself is real and free. Approved homes get free weatherization services, which can include a whole-house energy assessment, careful building tests, and full-service energy-efficient repairs. On average the program makes about 10,000 dollars of improvements per home, adds about 1,500 square feet of insulation, and cuts drafts by about 40 percent.

There is a form to prove income. If anyone in your home earned wages or salary from a job, you complete one Form 407, the Employment Income Verification Form, for each job held in the past 12 months. Then you sign the forms and send them to the address on the application.

You apply through the regional agency that serves your area. The five agencies are BROC, Capstone, CVOEO, NETO, and SEVCA. Download your agency's application, fill it out, and mail the signed forms to the address on it. If you already get Seasonal Fuel Assistance, ask about weatherization at the same time.
