Virginia's weatherization program cuts heating and cooling costs by fixing the home itself. Crews seal air leaks with insulation, caulking, and weather-stripping. They repair or replace unsafe or wasteful heating and cooling systems. They add efficient lighting, ventilation fans, and duct repairs. They also test for carbon monoxide and install CO and fire alarms. The improvements stay with the house, so the savings repeat every month.
The income limits are higher than almost anyone expects. Virginia uses the higher of two lines: 60 percent of state median income, or 200 percent of poverty. From July 2026: $44,776 for one person. $58,554 for two. $72,331 for three. $86,109 for four. Read that again. A two-earner family can qualify. Do not screen yourself out.
The state housing agency, DHCD, does not take applications directly. You apply through the local provider serving the area where the home sits. Find yours on the DHCD weatherization page, then get in the queue. Crews are limited, and the assessment takes time.
If your home has problems that would normally disqualify it, there is now a fix for that too. The Weatherization Deferral Repair program funds the repairs that homes need before weatherization can proceed, then delivers the full energy-efficiency and safety package afterward, using the same eligibility rules.
Be clear on the boundary: weatherization does not pay utility bills. That is the separate Energy Assistance Program at your local DSS, with its fall Fuel Assistance window, winter Crisis window, and summer Cooling window. Run both: EAP for this season's bill, weatherization for every season after.

Who qualifies
- Household income at or below 200 percent of the federal poverty level or 60 percent of state median income, whichever is greater; homeowners and renters both qualify
- Households already on TANF, LIHEAP energy assistance, or SSI are automatically income-eligible, and priority goes to older adults, people with disabilities, and families with children
