Weatherization Assistance Program (TDHCA)

This program makes free energy repairs so the bill itself shrinks. Air sealing. Insulation. Duct work. Fixing or replacing a failing AC or furnace. It costs the household nothing. Apply through the local provider for your county; find it on tdhca.texas.gov under Help for Texans, category Weatherization.
The income door is wider than people guess: $31,920 a year for one person, $66,000 for a family of four. And if anyone in the home got SSI or TANF in the past 12 months, income is settled automatically.
Expect a wait, and stack the deck honestly. Only 21 agencies cover the whole state, and they work ranked lists. Someone 60 or older, a disability, young children, or power bills over $1,000 a year all move you up. Say every one that applies.
Renters qualify with the landlord's written sign-off. The rent cannot be raised because of the work for 12 months after. Landlords are sometimes asked to chip in; that talk is the agency's job, not yours.
A serious problem like a bad roof gets the job deferred, not killed. You must get written notice saying why, with appeal rights. New for 2026: up to $12,000 in readiness funds can fix exactly those problems so the work can still happen. While you wait, CEAP pays toward the bills themselves, through the same local offices.
